Most of these websites describe optimum testing situations as well as what makes a "valid assessment" tool.  Quite interestingly, many testing companies have position statements regarding using one test to make educational choices for a child (see here for a few quotes.)

The American Evaluation Association  
Dedicated to:
*  Improving evaluation practices and methods

American Psychological Association
*  Sets standards for educational and psychological testing.
*  Defines test-takers rights and responsibilities and proper use of test results.
*  Provides much information on frequently asked questions regarding testing and types of tests.

Association of Test Publishers (ATP)
*  Establishes the ATP as the principal association speaking for, and representing the interest of its members in the public and private arenas.
*  Educates the public and governmental bodies about the positive contributions that tests, properly developed and appropriately used, can make to our economy and society.
* Promotes awareness of and compliance with laws regarding copyrights, trademarks, and other intellectual property rights.

The College Board
National non-profit membership association dedicated to preparing, inspiring, and connecting students to college and opportunities.  Reports SAT results.

ERIC Clearinghouse on Assessment and Evaluation
Provides balanced information concerning educational assessment. Has been closed to reopen later in 2004 (see note here)

As stated on their website: "The National Center for Fair & Open Testing (FairTest) works to end the misuses and flaws of standardized testing and to ensure that evaluation of students, teachers and schools is fair, open, valid and educationally beneficial."
